"Mobile CCTV units are allowed to park in restricted areas to carry out enforcement activity and these sites have been risk assessed in advance. "Staff are instructed to avoid such action whenever possible, however, provisions have been made within Medway Council's Traffic Regulation Orders to exempt vehicles carrying out statutory duties from receiving a penalty charge notice."
